Eren Paper’s Shotton mill in North Wales, UK: the £600m Shotton mill tissue factory has been approved by Flintshire County Council

Türkiye’s Eren Holding has achieved planning permission for three tissue machines to be installed at its 210-acre Shotton mill in North Wales.

Once up and running, the move will boost the company’s current UK tissue production capacity to 210,000tpy.

The current phase of the £1bn investment is focused on the first tissue machine (TM1), which has a capacity of 67,000tpy of tissue paper.

Shotton Mill will also produce 750,000tpy of containerboard and will be the UK’s largest single recycled fibre containerboard line.

The company said its plans to repurpose and expand the mill so it “delivers a market leading operation, with the newest innovations and technologies, making the mill an exemplar flagship facility in the UK and Europe.”

Flintshire County Council has confirmed the application’s approval, and that the existing buildings will be adapted for reuse.

Shotton Mill General Manager, Dan Johnson, told TWM: “Eren Holding is excited to bring together state-of-the art technology, skilled talent, and community to contribute to the next chapter of Deeside’s manufacturing heritage.

“This partnership will drive innovation and create new sustainable opportunities for the region.

An application for a boiler building was approved by Flintshire County Council earlier this year and will be large enough to accommodate the future hydrogen enabled Combined Heat and Power (CHP) plant which will in the future enable Shotton mill to generate low-carbon energy to power the mill’s operations.

Founded in 1969, Eren Holding is a family-owned conglomerate with headquarters based in Istanbul.

The Shotton mill site, which previously manufactured newsprint, was acquired by Eren Holding in 2021.
